Le financement des services de garde à vocation religieuse : accommodement raisonnable ou entorse à la laïcité?

L’annonce par le gouvernement du Québec du financement public de services de garde à vocation religieuse, en mars 2010, a suscité une vive polémique sociale. Cet article analyse la cohérence ou, au contraire, l’incohérence d’une telle mesure politique au regard des fondements juridiques de la laïcité « pluraliste » au Québec. L’examen des missions dévolues aux services de garde subventionnés révèlera une certaine contradiction entre les exigences de la laïcité et les « vocations religieuses » de tels Centres de la petite enfance (CPE), une situation qui glissait, jusqu’en juin 2011, entre les mailles du filet politique en raison d’une zone grise dans le cadre juridique des CPE.Downloads
