Abstract

Finding the right organizational structure to govern local communities is a long-standing concern amongst municipal decision-makers. Canada provides a range of local governance arrangements, including service cooperation, single-tier and two-tier models. These types of arrangements have implications for how a municipality is governed and financed. Underlying these concerns, are factors such as local identity, culture and values.
