In response to the driving question for the course project, develop a [INSERT TEXT HERE] that contains the three major sections described below. All of the research, reading, writing, and other activities you are doing in this course should be focused on supporting the development of this project.

Throughout Phase 2 of the project (Inquiry and Solution Development), you will be submitting one section of the project at a time, receiving feedback and revising it, then adding the next section.

Decision-making and writing should be done collaboratively throughout project development. In other words, each section should be done by everyone, rather than by an individual. Each person in the group should make substantial contributions throughout the project. 

In addition to the three major sections above, your should include:

• A title page – Include the proposal title, the course title, date of submission, and the names of your team members.
• A bibliography – A list of resources that you used to develop your proposal.
